As it was explained to "Russian newspaper" by the member of the working group of the State Council on Road Safety Natalia Letova, due to these instructions,  the so-called "other devices", by which is now possible to fasten children in cars, will disappear from the current version of traffic rules.

“It comprises all sorts of uncertified child restraints, which do not comply with the safety requirements”, - she said.

According to the Russian Red Cross, every third Russian store that sells car seats, sells a variety of adapters and proof car safety belts for "safety" of children. And in fact, in the case of accident, they often simply crush the spine to the stomach and other internal organs of the child, as show their annual tests.

However, one-third of parents use them when transporting children. And only 34 percent of parents know that correctors, fixations and adapters do not ensure children's safety in the event of an accident.

As a result, in Russia, about 500 child passengers die each year, and about ten thousand are injured. Total mortality rate due to traffic accidents in Russia is three times higher than in EU countries, experts conclude.

"Today in Russia the international standards on safety of children transportation in vehicles are in effect. However no “other devices” are registered, that is why President’s order will insure the government to harmonize Russian legislation with regard to children's transport safety with international standards", - added Letova.

As it was already mentioned by “RN”, the Russian market presents a lot of unsafe child restraint devices. NAMI’s Testing Centre has fulfilled a series of spot tests of such devices in the period of 2012-2014. 75-80% of representatives do not correspond to the requirements of the Technical Regulation “On Safety of Wheeled Vehicles”.

Russian Red Cross then drew attention to the unclear legislation. And called on the deputies to correct it so that it complies with international safety standards. Now, this issue will the on behalf of the government.

Statistics

Studies show that properly installed safety seats for children up to 4 years can reduce the need for hospitalization by 69 %. The risk of death for infants is reduced by 70 %, and for children from one year to four - by 47-54 %.
